数字基础设施、新质生产力与数字产业增长Digital Infrastructure, New Quality Productivity and the Growth of Digital Industry

摘要(Abstract):
本文构建了一个内生技术研发创新和产业结构转型的动态一般均衡模型框架,提出了数字基础设施驱动技术创新和结构转型的数字产业增长理论。数字产业与传统产业的相对规模决定了数字基础设施服务的产业配置,而数字基础设施服务又提升了产业全要素生产率。这一特征既激励了产业技术研发创新,进而推动新质生产力发展,又改变了数字产业相对比重,进而推动产业结构转型。由于数字产业增长率受新质生产力发展、产业结构转型和数据要素积累的综合影响,因此存在使数字产业增长最快的最优数字基础设施建设强度。数字产业与传统产业的替代弹性越低或数字基础设施正外部性越强,则最优数字基础设施建设强度越高;数字产业与传统产业的相对规模越大,则最优数字基础设施建设强度越低。本文研究的政策含义是,由于数字基础设施对私人部门要素积累和技术创新存在挤出效应,在其推动数字产业发展到一定规模或变得难以有效替代传统产业时宜逐步降低建设强度。
