基础研究投入与政府研发补贴的协同创新效应研究Synergistic Effect of Basic Research Investment and Government R&D Subsidies

摘要(Abstract):
构建科技创新的政策合力、不断提升创新支持政策效能,是破解核心技术“卡脖子”问题的关键举措。本文基于2009—2020年中国各地区创新实践以及手工整理的上市公司研发补贴和新技术投资数据,评估科技支持政策组合的协同创新效应。研究发现,基础研究投入与政府研发补贴的政策组合能够产生显著的创新效应。基础研究投入通过构建高水平的公共知识供给体系,为企业技术创新提供了源头支撑。政府研发补贴能够激励企业将公共知识成果应用于开发与产业化,降低了企业研发的不确定性与成本。进一步实证结果表明,只有具备较强技术吸收能力的企业,才能有效识别、消化并融合来自公共科研体系的知识溢出,进而将基础研究成果与企业研发活动有机结合,促进两类科技政策资源的协同增效。本文的研究结论对于政府高效地配置创新资源,提升科技支持资金的使用效能,激发创新主体的活力,实现高水平科技自立自强具有重要的政策借鉴意义。
