政务服务信息化与流动人口就业质量——来自“信息惠民国家试点”政策的经验证据

摘要:

政务服务信息化作为数字政府建设的重要内容,其能否有效提升流动人口就业质量,是流动中国时代背景下的重要话题。本文以“信息惠民国家试点”政策刻画政务服务信息化,基于2011—2018年中国流动人口动态监测调查数据(CMDS),采用双重差分模型,实证检验政务服务信息化对于流动人口就业质量的影响。研究发现,政务服务信息化显著提高流动人口就业质量,该结论经过一系列稳健性检验后依然成立。其作用机制在于,政务服务信息化通过促进个体技能匹配、刺激企业用工需求两个渠道提升流动人口就业质量。此外,政策效果呈现出显著的异质性。在个体层面,低技能和流动时间长的劳动者受益更显著;在城市层面,低市场化水平地区的政策效应更为突出。本文的研究结果为信息化时代下完善流动人口的就业支持政策提供经验证据和有益启示。

Abstract:

As an important part of digital government construction,whether the informationisation of government services can effectively improve the job quality of the migrant workers is an important topic.In this paper,the informationisation of government services is portrayed in the policy of " National Pilot Policy of Information Benefiting the People",and based on the data of China Migrants Dynamic Survey(CMDS) from 2011 to 2018,a DID model is used to empirically test the impact of the informationisation of government services on the job quality of the migrant workers.It is found that the informationisation of government services significantly improves the job quality of the migrant workers,and this conclusion still holds after a series of robustness tests.The mechanism of action lies in the fact that informationisation of government services enhances the job quality of the migrant workers through two channels,namely,facilitating individual skill matching and labor demand.In addition,the policy effects show significant heterogeneity.At the individual level,workers with low skills and long mobility time benefit more significantly;at the city level,the policy effect is more prominent in areas with low public service level.The findings of this paper provide empirical evidence and useful insights for improving the employment support policy for the migrant workers in the informationization era.

(4)KMO检验的值为0.596,Bartlett球型检验的P值为0.000,拒绝独立变量假设,支持主成分分析法的统计合理性。

(1)本文采用周工作时间来衡量工作强度,由于该指标在2014、2017年调查中未进行采集,回归样本量略有减少,其中流动人口平均周工作时间约为57小时,远高于法定的周工作时间。
