摘要(Abstract)：

后疫情时代人们的活动越来越多地转移到线上，而现有研究中关于地方政府如何积极利用互联网增进民众对政府信任的讨论相对不足。本文利用中国家庭追踪调查数据考察微观个体互联网数字接入对地方政府信任的影响，并创新地引入“接触假说”检验政府积极的网络参与行为对提升地方政府信任的效果。首先，基准结果表明相较于不上网的受访者，平均而言，上网的个体对地方政府的信任程度更低;其次，为了缓解可能出现的内生性，本文使用历史上的固定电话用户数和地表起伏度作为个体是否上网的工具变量，以及PSMDID方法进行估计，结果均肯定了基准回归中的发现。此外，本文的异质性分析发现，相较于将网络主要“用于工作”和“用于商业”的受访者，“用于社交”和“用于娱乐”的受访者在互联网数字接入后对地方政府信任的下降更为明显;而相较于“未接受过教育”和“大专、本科及以上”的群体，“中等学历”群体在互联网数字接入后，对地方政府信任的下降更加显著。最后，本文通过数字政务和政务微博两个线索验证政府积极地利用互联网加强与民众的接触沟通可以有效提升信任，并且对于将网络“用于娱乐”“用于社交”以及中等学历的群体来说，“接触沟通”增进政府信任的效果更加显著。本文的政策启示是，在互联网更加深入人们生活的后疫情时代，政府应积极适应技术变革，增强与民众的互动，提升个体对地方政府的信任感。
