摘要(Abstract)：

本文利用2013年浙江省丽水市实施的扶贫改革试验区这一外生冲击构造准自然实验，借助浙江省2007—2020年58个县域的面板数据，主要采用双重差分固定效应识别方法，评估、阐释试验区对地方基本公共服务供给水平的影响效果以及作用渠道。结果表明，试验区促使地方人均基本公共服务支出提升750元左右，所得结论在经过一系列不同形式的稳健性检验之后仍然成立。从动态效应来看，试验区对提升地方基本公共服务供给水平具有长时段的显著影响。作用渠道分析显示，试验区的设立促使地方政府承担较大的财政收支压力，并借助税收努力，同时通过财政预算结构调整，能够达到提高基本公共服务供给水平的目的。此外，试验区内部地区间具有的差异性特征对不同类别的基本公共服务供给也表现出一定的异质性影响。丽水市作为扶贫改革试验区的一个缩影，本文的研究有助于给政策制定者提供一个反馈的视角，同时也有助于为我国探寻构建适度普惠型社会福利的新路径提供经验借鉴。
