土地资源错配与城市创新能力——基于中国城市面板数据的经验研究Land Resource Misallocation and City Innovation Capacity: Based on Chinese City-level Panel Data Analysis

摘要(Abstract):
在现有土地制度下,地方政府在土地市场上大量过度供给工业用地和少量限制性供给商住用地的供地行为,导致大量土地资源被低效利用,产生严重的土地资源错配。本文基于2009—2016年中国275个地级及以上城市的面板数据,研究了地方政府大量供给工业用地、少量供给商住用地所导致的土地资源错配对城市创新力的影响及其作用机制。本文选取工矿仓储用地供给面积占土地供给总量比重作为衡量土地资源错配的指标,实证结果表明,工业用地和商住用地之间的资源错配显著降低了城市的创新能力,一个城市的工矿仓储用地供给面积占土地供给总量比重越高,其创新能力越低。上述发现在从商住用地与工业用地的价格比值角度更换指标和处理内生性问题后,结论依然成立。进一步的影响机制分析发现,土地资源错配主要通过财政支出偏向、产业空心化、制度环境和城市生活成本的渠道抑制城市创新力。因此,为了提升城市创新力,一个有效的途径是要优化工业用地和商住用地的供给结构,发挥市场在土地资源配置中的基础性作用。
