网络基础设施建设与大气污染治理——来自“宽带中国”战略的准自然实验Network Infrastructure Construction and Air Pollution Control:A Quasi-natural Experiment from the “Broadband China”

摘要(Abstract):
当前中国已经进入经济高质量发展阶段,实现大气污染减排是经济高质量发展的内在要求。本文立足数字经济和高质量发展的时代背景,基于中国272个地级及以上城市2008—2018年的面板数据,将"宽带中国"战略的实施视为一项准自然实验,采用双重差分模型,评估了"宽带中国"战略实施对大气污染的影响。研究结果表明:首先,网络基础设施建设能够抑制大气污染,"宽带中国"战略的实施显著降低了工业二氧化硫排放并改善了雾霾污染,但其影响均存在一定时滞性。其次,"宽带中国"战略的实施通过推动城市产业结构升级以及提高城市技术创新能力进而抑制大气污染。最后,"宽带中国"战略实施对大气污染的抑制作用对制造业集聚程度高、规模大以及位于中东部地区的城市更为明显。本文研究结论为进一步推动以网络基础设施建设为代表的新型基础设施建设发展提供了经验证据。
