人才政策能否驱动企业数字技术创新——来自企业数字专利的证据Can Talent Policies Drive Enterprise Digital Technology Innovation: Evidence from Enterprise Digital Patents

摘要(Abstract):
数字技术已成为产业发展的催化剂、经济发展的新引擎,而人才政策又是数字技术发展的原生动力。本文利用2011—2020年沪深两市A股上市企业数据,用政府对企业的人才补助项目衡量政府对企业的人才政策支持力度,同时以数字技术专利衡量企业数字技术创新水平,对人才政策与企业数字技术创新二者间的关系进行研究。研究发现:人才政策显著促进了企业数字技术创新,且经一系列稳健性检验和内生性检验依然成立;人才政策对受援企业产生了显著的创新意愿增强效应、人力资本结构优化效应和信号传递效应,提升了受援企业数字技术创新水平;人才政策对低融资约束企业、高新技术企业和媒体关注度低的企业的数字技术创新激励效应较大。进一步研究发现,人才政策在数字技术创新同行业溢出效应的叠加下,对受援企业的数字技术创新带来了更大的激励效果;人才政策能够缓解不同行业数字技术创新对受援企业的挤出效应。拓展性分析表明,地区层面的人才引留政策、人才培养发展政策、人才评价考核政策、人才综合保障政策能显著促进企业的数字技术创新。各地区应积极运用人才政策工具,激励企业在数字技术领域进行创新,为数字经济的蓬勃发展提供支持。
