专利保护、创新驱动与内生增长循环Patent Protection,Innovation-driven Growth,and Endogenous Growth Cycles:A Simple Macroeconomics Theory Framework

摘要(Abstract):
本文基于Matsuyama(1999)构建了包含创新决策的内生增长模型,并讨论了专利保护等政策对企业创新激励以及创新驱动发展的影响。本文的发现是:专利保护政策强度对经济动态的影响是非线性的,当专利保护政策过弱时,经济无法实现创新驱动;而当专利保护政策过强时,创新速度与资本积累速度难以匹配,经济在要素驱动和创新驱动区间内生循环。如果能够将专利保护政策的强度控制在合理的区间,则可以维持经济的创新驱动发展。同时,本文将人口增长引入模型,发现在一定条件下,人口增速的下降带来创新成本的提高和创新速度的下降,而政府可以通过合理加强专利保护以及对创新进行补贴来抵消人口增速的影响。
